ECF Domestic Water Users Association was formed in 2012 to manage the water distribution system for the Hartley Springs Subdivision, located in San Juan County, New Mexico.

The Association has five Board of Directors who meet monthly to oversee ECFDWCA’s operation. Water is purchased from North Star Water Users Association and is stored in the ECFDWCA water tank. Water is hauled in the ECFDWCA Water Truck weekly by Association members to ensure that water is readily available to members.
